Central Europe has a high potential for deploying local and regional energy systems based on renewable energy generation and energy conservation but it is important to trigger bottom up initiatives improving energy efficiency approaches. Attention is being paid to the improvement of energy efficiency of existing buildings as they are accountable for large electric power consumption with an annual growth rate of around 4 percent. It is one of the major challenges for public authorities to reduce energy in existing public buildings without significant construction works.
Therefore, public authorities need to be equipped with simple but useful tools and methodologies for proper energy management. The project aims to improve the governance of energy efficiency in existing public buildings and ultimately reduce energy consumption in different Central European areas, especially those less advanced in low carbon approach. For this purpose the OnePlace platform to transfer the knowledge to other regions of Europe will be developed. With the development and implementation of the 3D energy management system and pilot actions, the project will show an innovative approach towards energy auditing of buildings.
The pilot action encompasses quite a huge number of buildings: The Uherské Hradiště Hospital, Grammar School in Holešov, Secondary Pedagogical and Social School Kroměříž; Basic School 1. Máje Kroměříž; Grammar School Valašské Klobouky and last but not least the Grammar School and Secondary Medical School Vsetín.
The following objectives have been agreed as part of the pilot:
thermo-modernization of buildings,
construction of a new hospital building in modern standards (low energy consumption),
increasing the comfort of the building use and easier operation of the building,
promoting and disseminating knowledge about energy efficiency measures in buildings.
The pilot action is a supplementary action for a 16093920 € investment carried out by Zlín Region. Energy Agency of the Zlín Region and BOOSTEE-CE contributed to the investment by energy management and energy audits. The main outcomes are the following:
953 919 kWh annual reduction of energy consumption,
55 060 € annual cost savings,
90,695 tons annual reduction of CO2 emission.
Three very different buildings will receive smart meters in Tolna: the Town Hall, the Sports Centre and the Cultural Centre. Noticable energy and cost savings are expected as a direct result of the investment made in the framework and the financial aid of project BOOSTEE-CE, which accounts for a total of 13.800 €. The data gathered by the smart meters is used by an energy management system which keeps track of the consumption, therefore the detailed energy flows help us to determine malfunctions, to reveal over-consumption periods and make recommendations to decrease energy use, to ease the operation of the building and most importantly to increase comfort. In the end, the Municipality of Tolna will have to pay less and emission will also decrease as a result of this invesment.
The pilot action in the Primary School No. 1 in Płońsk, includes a demonstration installation consisting of the use of LED lighting and smart metering system in two classrooms and two bathrooms. Newly installed system allows to monitor and compare the information about power consumption in one classroom and bathroom equipped with LED lightning with the ones without it. Before replacing the lighting in the building of Primary School No. 1 in Płońsk, an energy audit and thermal imagery were taken to show the locations of the largest heat losses in the heating season. Thanks to the implementation of the task, it will be possible to reduce the energy consumption in the school building.
The total cost of the investment is 17 400 Euros.
THEMATIC WORK PACKAGE 4
Thematic Work Package 4 will focus on the implementation of a transnational strategy and dedicated financing roadmaps necessary to achieve energy efficiency goals. New financial approaches will be developed in public institutions which will move energy efficiency practices into the daily practice.
THEMATIC WORK PACKAGE 1
Thematic Work Package 1 has produced the first 3D building models starting from the available geospatial data collected in the pilot areas. The 3D geometries will be used in the project tool (OnePlace) to access and visualize energy-related information (consumptions, heat looses, PV potential, etc.)
