MOVECIT - Engaging employers from public bodies in establishing sustainable mobility and mobility planning
MOVECIT aims to make transport more sustainable in times of increasing individual and motorised mobility in central Europe. City representatives, sustainable mobility specialists, environmental and regional agencies as well as NGOs cooperate in the project. 10 partners from 7 Central Europe countries have joined to jointly develop methodology on institutional mobility plan development.
In MOVECIT project 13 institutional mobility plans will be developed and adopted. 7 pilot actions such as developing personal travel plans, installation of sophisticated integrated bike boxes, purchasing of bike cargos will be implemented in the project lifetime.

The municipality of Ljutomer is the first small Slovenian municipality with a sustainable transport strategy. In 2013, Ljutomer was announced as one of the three finalists for the European Commission’s first Sustainable Urban Mobility Plan (SUMP) Award, which focused on stakeholders and citizen participation.
In the context of this work package we will take care of the management and coordination of the project and all the other work packages. We will provide a timely and proper submission of reports. More time will be devoted to communication with partners and concluding agreements with them.
Tasks of the partners are to follow the action, schedule and financial plan, to enable us to achieve the project objectives. Good project management is crucial and the responsible for it is lead partner.
Goal of WP is to analyze different aspects on current status on mobility planning in each involved region as well as Mobility plan’s trends in urban and hinterlands areas and initiative involvement of stakeholders. Analysis and planning of current mobility and transport policy, current mobility incentives and innovative mobility concepts, current status of stakeholder and NGOs involvement/engagement in mobility planning and implementation will be conducted as well as identification of problems, needs, gaps and opportunities on MP in CE region and proposals of mobility policies’ improvement.
Monitoring & evaluation plan with Key performance indicators (KPIs) will be set up, as well as appropriate methodology and tools on mobility plan elaboration. Together with existing tools for preparation of mobility plan will be updated and further developed on Train the trainer workshop and used as guidelines for development of plans. Based on identified needs, project will focus on smaller (15000-50000 inhabitants) and medium (150000-500000 inhabitants.) size municipalities. As final product transnational and transferable guidelines/handbook will be developed.
In this WP development of mobility plans as strategic document (which has pragmatic approach due to benefitting in short time) of the city and enacted by city council and implementation of pilot action will occur as well as training and study visits for PPs and pilot cities as well. Focus will go also to trendy awareness raising campaigns to change perception and behaviour in transport environment, in addition also to persuade target groups.
WPC is the most important WP. It will capitalise on achieved results and outputs. Success of project and its core on mobility plan will rely on informing and engaging employees and organizations beyond project partnership. Dissemination will have strategic management function to demonstrate added value, guarantee sustainability, capitalization and contribute to build “CE community”. Communication manager will cooperate with horizontal project and with CE relevant thematic projects. Communication plan will be defined together with all PPs and it will include detailed regional dissemination events.
The foreseen investment is buying 4 pedelecs and 1 cargobike for business trips within the City, for the employees of the Municipality of the City of Leipzig. For better efficiency of using the company vehicle fleet (including e-cars, sharing-cars bicycles, pedelecs and CargoBikes) it is planned to build up an fleet management and booking system for (short) business trips. This includes buying or program a software and building up (updating) the IT Infrastructure.
Well technically and architectonically designed 1 bike parking lot/shelter should be installed – possibly roof-covered and lockable (safety is an issue) at suitable place, used also by commuters. The aim is to establish outpost that will fulfil the function of the one “integrated point of sustainable mobility”. Final technical solution will consider recommendations of planning process, lessons learned from the project as the best practice and the financial possibilities.
